The National Center for Infrastructure Transformation (NCIT) hosted a webinar on Tuesday, October 8, 2024, from 1:30 p.m. to 2:30 p.m. (CDT). Titled “Unlocking the Future: How the IIJA is Impacting the U.S. Transportation Construction Market,” the session featured Dr. Alison Premo Black, Senior Vice President and Chief Economist at the American Road and Transportation Builders Association (ARTBA).


Dr. Black examined how states are deploying federal funding from the Infrastructure Investment and Jobs Act (IIJA), with a focus on allocation strategies and high-profile projects shaping infrastructure development nationwide. She also addressed key challenges facing the transportation construction market—including regulatory complexities, workforce shortages, rising material costs, and supply chain disruptions—while offering a forward-looking analysis of technological, economic, and policy trends likely to influence the year ahead.

Dr. Black manages ARTBA’s economics staff and is responsible for over 130 studies examining national and state transportation funding and investment patterns. She completed her PhD in Economics at The George Washington University and her master’s work at the Johns Hopkins School of Advanced International Studies (SAIS). She has been interviewed numerous times as an industry expert for national and local print, television, and radio, including the NBC TODAY show, the Washington Post, NPR, USA Today, the Wall Street Journal, the PBS News Hour, NOVA, The Economist and industry publications. She has also testified on transportation funding issues before seven state legislative committees. Her publications include the association’s landmark economic profile, state bridge condition profiles and annual modal forecast.
