The presentation explored how the climate and extreme weather events threaten the safety, effectiveness and sustainability of the nation’s transportation infrastructure, and how FHWA is addressing those challenges. Jarrell and Dobling examined initiatives within the Sustainable Pavement Program, including life cycle assessment techniques, environmental product declarations, and current FHWA efforts to promote sustainable pavement practices. The webinar provided participants with insights into best practices, resources, and strategies to improve pavement resilience and sustainability across the transportation system.

Austin Jarrell is a Student Trainee (Transportation Specialist) with the Federal Highway Administration Office of Infrastructure, serving on the Pavement Design and Performance Team (HICP-50). Austin has technical expertise in flexible pavement design and sustainability, and is a subject matter expert in pavement resilience. Austin’s activities for pavement resilience in FHWA are centered around stakeholder outreach, research coordination, and the development and dissemination of content representing the current state of knowledge. Austin has a BSCE and MSE in Civil and Environmental Engineering from Marshall University is a currently a Ph.D. Student in Civil Engineering at West Virginia University.
Brian Dobling has worked for FHWA for over 24 years. Since 2023 he’s been a Life Cycle Assessment (LCA) and Environmental Product Declaration (EPD) Technical Specialist with the FHWA Headquarters Office of Infrastructure Office of Preconstruction, Construction and Pavements as a member of the Pavement Design and Performance Team where he supports the Sustainable Pavements Program. Brian is a registered Professional Engineer in the State of Colorado and has served as a Senior Area Engineer/Pavements & Materials Engineer with the FHWA Colorado Division Office, as well as Project Engineer, Lead Highway Designer, and Project Manager/Construction Operations Engineer with FHWA’s Central Federal Lands Highway Division.
