The National Center for Infrastructure Transformation (NCIT) hosted a webinar on Tuesday, July 23, 2024, from 1:30 p.m. to 2:30 p.m. CST. The webinar focused on climate change and extreme weather events present significant and growing risks to the safety, reliability, effectiveness, and sustainability of the Nation’s transportation infrastructure. The Federal Highway Administration is taking steps to address these impacts to pavement lifecycle performance through the Sustainable Pavements Program and Pavement Resilience efforts. The main objective of this presentation is to provide general knowledge of the concepts and analysis involved in initiatives and efforts related to the FHWA’s Sustainable Pavement Program and Pavement Resilience.

Brian Dobling has worked for FHWA for over 24 years. Since 2023 he’s been a Life Cycle Assessment (LCA) and Environmental Product Declaration (EPD) Technical Specialist with the FHWA Headquarters Office of Infrastructure Office of Preconstruction, Construction and Pavements as a member of the Pavement Design and Performance Team where he supports the Sustainable Pavements Program. Brian is a registered Professional Engineer in the State of Colorado and has served as a Senior Area Engineer/Pavements & Materials Engineer with the FHWA Colorado Division Office, as well as Project Engineer, Lead Highway Designer, and Project Manager/Construction Operations Engineer with FHWA’s Central Federal Lands Highway Division.

Austin Jarrell

Austin Jarrell is a Student Trainee (Transportation Specialist) with the Federal Highway Administration Office of Infrastructure, serving on the Pavement Design and Performance Team (HICP-50). Austin has technical expertise in flexible pavement design and sustainability, and is a subject matter expert in pavement resilience. Austin’s activities for pavement resilience in FHWA are centered around stakeholder outreach, research coordination, and the development and dissemination of content representing the current state of knowledge. Austin has a BSCE and MSE in Civil and Environmental Engineering from Marshall University is a currently a Ph.D. Student in Civil Engineering at West Virginia University.
